What to measure
Commit count per week (normalized), active contributor count, PR merge cadence, and repo expansion.
Common false positives
Bot-generated commits, documentation-only bursts, single contributors pushing trivial commits, and forked repos counted as activity.
Normalization
Exclude automated commit patterns, weight substantive commits, require minimum contributor diversity, and compare against sector baselines.
